We use the terms "resort crowd level" and "overall crowd level" interchangeably. As with all of our crowd levels. The resort/overall crowd level is a weighted average of the crowd levels for attractions at all of the resort's theme parks (water parks are excluded). Those are in turn based on each attraction's wait times during the middle of the day.
The resort/overall crowd level is not based on hotel occupancy, crowds at the pool, dining availability, queues at the food court, parking availability at Disney Springs, or anything other than theme park wait times.
