Flight of Passage represents an unusual problem for our Touring Plans software. The problem is that the software isn't set up to understand that you can be in the park before the official opening (which you can). So it is assuming that you are entering the park right at opening -- in this case, 9 AM -- and arriving at the ride at 9:13 AM. It does know, however, that the wait will be very high by 9:13 AM.
Luckily the answer is simple: if you arrive around 60 minutes before the park opens -- so about 8 AM -- you will be able to get into the park and ride early. They will often open the park around 30-45 minutes early and start the ride 15-30 minutes early, depending on the day. Doing that will put you ahead of all of those people that show up at 9 AM. If you decide to do this, I would recommend removing Flight of Passage from your plan altogether. Then follow the plan after you ride Flight of Passage.
If you don't think you can be there that early, you can either visit in the late morning and wait around 1 hour or so or visit right at the end of the night where the wait will occasionally dip to around 30-45 minutes. Unfortunately, those are about the only options that don't result in a > 1-hour wait.
